Flock cameras are AI-powered automatic license plate reader (ALPR) cameras. The cameras have sparked strong debate because they create a large network that records people’s movements.
They:
- Photograph every passing vehicle
- Read the license plate number automatically
- Identify vehicle details (color, make, model)
- Record the time and location
- Upload the data to a shared cloud database
You can discover the locations for Deflock type cameras around you on the Deflock map. DeFlock is an interactive map of Flock cameras that crowdsources the locations of automated license plate reader (ALPR) cameras, including those made by companies like Flock Safety.
Using the map you can:

The project uses public data and user submissions (often through OpenStreetMap) to track camera deployments.
FlockHopper is a map created by anti-surveillance activists that helps drivers plan routes that avoid Flock Safety license-plate reader cameras.
FlockHopper is essentially a navigation / routing tool built on top of camera-location data (similar to the DeFlock map).
It lets you:

- 🚗 Generate a route that avoids known license-plate reader cameras
- 📍 Use a database of mapped Flock cameras and other ALPR systems
- 📊 Visualize camera density and data-sharing networks
The aim of the map is to show how widespread the Flock surveillance network is and help you avoid having your vehicle logged by the cameras.
